Organizers of public discussion in Tulchin by the head of the local offices of the Union of Ukrainian Tatiana Gordiychuk and chairman Tulchinskuyu Human Rights Group Alexander Miller. Before participants made a public debate expert Podolski center of social technologies Michael Bardyn. He made the analysis of the party ended Tulchinskuyu elected city council and gave a brief analysis of performance of electoral programs of political parties and blocs that have the confidence of voters in city council elections in 2006.

In the public discussion was attended by MPs Tulchinskuyu City Council, representatives of political organizations that operate in the city and voters. Among the major views expressed by participants that discussion:
- The city government to affect the lives of urban communities, particularly from the city center made disorganized market;
- Elected city council is very isolated and working efficiently;
- Nehatyvom is that more than half of MPs - businessmen, who are pursuing their own commercial interests;
- Members do not focus on their election programs;
- Proportional election system has not solved its positive features and change its inappropriate.
